If you aren't a Canadian citizen, you can't move anywhere in Canada. Non-citizens are not permitted to live within Canada unless they become permanent residents. In order to apply for permanent residency, you would need to meet specific requirements such as: marrying a Canadian citizen willing to sponsor you; having a skilled job offer in specific professions (doctor, engineer, nurse, specialized trades, etc.) and then compete based on education, work experience, age, language testing (English and French), etc.; having millions of dollars and an approved business plan to start a business in Canada; being nominated by one of the provinces (doctor willing to work in a remote community, buy and run a farm in certain provinces, world-class performing artist); etc. You must pass background, medical, and financial checks. The process can take over three years in most categories. Few immigrants have any choice in where to live -- they must live with their spouse, where they received a job offer, etc.

If you are a Canadian citizen, you are free to move anywhere in Canada you like. If you don't know what people are like in Ottawa or the level of French spoken, I would recommend going back to school, researching the city online, or visiting it. I've never met a Canadian citizen who doesn't know basic information about the nation's capital. Even if you are a Canadian... most people locate secured employment (i.e. a job offer) before moving to a new city.

You do not have to learn French. It is on the Border with Quebec and learning French would be useful to better explore the area.

Anywhere from 50-60% of the jobs being offered in Ottawa either list fluency in French as a requirement, or as an asset. That's because any job in a federally controlled business requires the person to be bilingual, and most jobs that involve interacting with the public in Ottawa will want you to assist their clients in either of the official languages.

There are certainly jobs available there which do not require French, but find a job is hard enough, why would you want to start off by cutting off half the job market? The people in Ottawa are very nice and friendly, not withstanding the crazy guy that just killed a soldier in that town which was all over the news. (Just search for the name "Nathan Cirillo" if interested in learning more...)

As for you moving there, if you are not a Canadian citizen or Permanent Resdient in Canada already, then you have a long way to go. You would have to apply for permission to move here to live and work, and you pretty much have a slim chance of being accepted unless you have some trade skills that are in demand in the Ottawa area.

I lived in Ottawa, and don't really know French. After I left the military, and got a degree, I couldn't find work as an Anglophone, so I left. To work in government, it is almost a necessity. For high tech, it isn't.

What is your nationality? ]Can you qualify to immigrate to Canada? Have you researched immigration? These are the issues you need to deal with...and, no,you do not need to speak French to live in Ottawa.

Hi. I lived in Toronto for three years and I would never move back. I'm near Windsor now (population just over 200,000) and it is much friendlier and less hectic here. I am out in the country and there are 4 little towns all around and 15 minutes to Windsor, 30 minutes to Detroit. Toronto and Vancouver people seem to have the attitude that they are better than everyone else and are not liked elsewhere. They also have some of the highest crime rates in Canada. Montreal is friendly but can be a problem if you don't speak fluent French. Some of the suburbs of all 3 cities are worth a look. Whatever you decide, good luck!

95%+ of Canadians speak English. Even most French Canadians speak English as a second language.

Canadians are basically polite Americans. There are over a million Canadians living in the USA and we blend in so well that Americans do not even notice.
