The answer is no.
An international driving permit (IDP) is NOT required for holders of Hong Kong Driver License driving in New Zealand, as soon as you are staying in New Zealand for a short-term:

IDP in fact serves as a translation.
(A friendly reminder - many Commonwealth countries have given preferential treatments to holders of Hong Kong Driver License due to its colonial influence. In fact, in New Zealand, a holder of Hong Kong Driver License can convert the license without testing.)
