For Optus in Australia, Is it 4G free upgrade from 3G. Or it will be another plans? I am thinking to buy a 4G phone or not. Thanks?

4G should be free. However you will only get 4G where there is coverage for it. Other areas will be only 3G. Even Telstra doesn't have the whole of Australia covered by 4G.
