這種事,通常樓下受損害業主一定可以得到賠償.
你可以僱用一位合格執業測量師替你驗樓.並提出驗樓証明書.你再僱一位事務律師替你出信通知樓上業主.請求賠償.包括請測量师费律师费及建築修復所須實費.
樓上業主應該一定要賠償幫你修復所需一切合理費用.
你亦可自己寄一掛號信给樓上業主,要求在合理時間替你修復漏水範圍.
你應該早日處理此事.

2. You still need the government's assistance. Only the Government can force the owner for an inspection to determine the leak.
Without such determination, you don't have a strong proof for a lawsuit.
(If your suspicion is correct and the owner refuses to repair, you can repair in your own costs and sue for the amount against that owner._
