1. It depends if the stamp duty has been paid for the lease.
The lease is not recognized by the court unless the stamp duty is paid. In other word, no stamp duty, no lease.
If a legal lease exists, then the landlord has no right to do so (unless the lease gives him/her the authority). Otherwise, the landlord can do pretty much anything he/she wants.
2. If the lease is recognized, then you can sue the landlord for the breach of contract and end the lease.
However, if the lease is not recognized, then neither the landlord nor you will have necessary legal protection. There is nothing you can do legally to address the issue.
