If your content was reported someone felt it didn't follow the Community Guidelines which go far beyond just not being "offensive". Content can no non offensive and still be in violation.
If you are sure your content doesn't violate, you can use the secondary appeal link. The primary one is close to being available, but is still not working.

In the "Briefly tell us..." section just enter "want to appeal"
At the bottom of the page on the left will be a link to contact customer care. Use that email to appeal.
