What is the difference between luxurious (expensive) designer brands and not luxurious (cheap) brands?

Are the fashion designers from luxurious brands like LV, Prada difference from those from GAP, H&M and else? Or is it like they are playing in different channels targeting different audience? Besides, does it also mean the not luxurious brands (cheap) are not fashions?
