solution for urban decay

in Kowloon Hong Kong, there is a area of urban decay. is there any suggestion of the solution for solving the urban decay problem??

(pls don't copy from Wikipedia thx)

how about the economic and the financial part?? any suggestion is ok, need to have many information for ppt present at school

- rebuild the housing estates
- build some new parks
- prevents having land use conflict
- build some green belts
- plant some trees near the road
