Driver license cannot be issued, wrong record in homeland security.?

I am an international student in F1 status. I passed my driving test but DMV could not issue a driver's license to me, because they said my govt record shows I am a US citizen. They can do nothing without USCIS changing my record, even after I presented my valid VISA to them. They urged me to contact USCIS, but there's no available appointment for visiting their office. What should I do? Which dept should I contact? Thank you very much.

Common problem. But it is the Social Security Administration that is usually at fault. They issued you a social security number without noting that you were an alien. Try going on Everify. http://www.uscis.gov/e-verify Answer the questions correctly and see if that fixes it.

you don't need driver license if you already have one from your country
but if im wrong why couldnt you just walk into the customs office?
