Thanks to the online resources (also read the Comment box), I found some useful information for you.

According to these findings, we can conclude:

Tsuen Wan has a lot of old buildings which may need to be repaired and rebuilt.

The views of the old buildings are not good and the design would lead to wall effect 「屏風效應」.
This affects the ventilation of the district.

The problem of aging population in Tsuen Wan also makes the community facilities no longer suitable to the citizens.
