Problem: Not compatible; doesn't charge, but does sync
I'm really puzzled. The cable came right out of the box! A glitch in the assembly line, maybe???

Unless something has changed an iPad won't charge from a PC USB port. You can only charge it from the A/C to USB gizmo.
I don't recall the exact numbers, but a PC USB port doesn't put out enough voltage or something. Google "iPad won't charge from PC" you will find the details.
