I was thinking baby wipes followed by a good brush but thought I would double check on here (her wound is on her face so I'm not allowed to take it off let her clean herself anywhere at all).
You can take off the cone as long as there's someone responsible to keep a constant eye on her to make sure she doesn't start messing with her wound. I always take off the cats' cones but I tell them if I see them messing with their hurt, the cone goes back on and they seem to understand this, try really hard not to scratch or whatever (have caught the stupider one lifting his leg about to scratch his hurt ear, then he looked at me with that "whoops! almost scratched, sorry" look and put his leg down without scratching. And I put the cone back on if I have to go out and when I go to sleep. I wouldn't use baby wipes since they put stuff in those things I'm not sure I'd want to use on a cat. Just take a terry cloth with warm water, ring it out, and wipe her with that--the terry actually feels a little like a mama cat cleaning her kitten and my cats all start purring and sitting still for that terry cloth wipe down. Just use plain clean water and rinse the cloth as often as you need to.
Yes use baby wipes and then give her a good grooming. You can take off the cone while you are doing that - the vet really meant don't take it off and leave it off. This way you can groom her neck area - she's going to feel so much better after that.
