fall 可做名詞或動詞
動詞有五種型式,
fall, falls, fell (past tense), fallen (past participle), falling (present participle)

She is falling in love. 她墜入愛河

Pronoun + (auxiliary verb + present participle) + (preposition + noun)
Subject + present continuous + adverbial phrase

在這句子, falling不是名詞, 不是 gerund (動名詞)
因為不是做 subject, object, complement, object of preposition
falling 是 present participle, 用來 form present continuous tense
進行式當然可以作動詞

fall 是 intransitive verb (不及物動詞), 沒有 object
