Can a taller bigger framed woman give birth to more children than a small one?

Not necessarily. Ask any obgyn, there are larger framed women who have trouble with birth, and there are small framed women who have no problems.
it depends more on the hips, pelvic arch, her uterus, and other factors, such as whether or not the woman dialates easily or not. Age and existing health factors also come into play.

Having"the most children" is more cultural. Americans typically have 2-3 children, many Asians have only one. Some cultures allow multiple wifes, each wife might only bear one or two children, if any. I do believe Russian women are brought up to be mothers/housewife so they may be expected to produce children for that reason.
