Not really. Taking a good photograph is a combination of education, experience, timing, applied knowledge, and a little luck. These things are not apps.
You can make a picture brighter with any half decent software though. It won't make a bad picture good, it'll just make it a bright, bad picture as opposed to a dark, bad picture.

Apps don't make your photos "professional". YOU do.

NO APP - EXPERIENCE ONLY. Shoot with your gear (I don't care if it's a cheap phone or what) and you'll get professional looking images over time.
