If it is a simple rice cooker without digital electronics, you can get an inexpensive adapter to make it work. The adapter contains just a high power rectifier, and delivers power to the cooker for 50% of the time. Heating and incandescent lighting devices can withstand that. A simple rice cooker is nothing more than a heating element to boil water, plus a thermostat to sense when the water has all boiled away.

If you have a fancier rice cooker, it's probably better to simply get a new one designed for 220 volts.

I suggest you do some research with the manufacturer of your rice maker, to see if it's likely that there are any user components that you can convert from the American 110 volts to a European 220 volts. There are major components like heating elements and indicator lights that will blow if 220 volts are applied. There is a simple solution to buy an industrial 220 to 110 volt power transformer such as you see on construction sites for safety power tools which will handle the wattage (power rating) of the rice maker. If you check on e bay or Amazon or similar construction site tools Web sites you will see them.
