english 'no' 'not'

'The interview should take no more than 1.5 hours.'

In this sentence, why we use 'no' but not 'not'.

I mean I think the sentence should be

'The interview should take [not] more than 1.5 hours.'

Is there anyone can explain it?

如果你google search "no more than vs not more than?",好多外國人都話兩者都正確! 如果一定要分辯,有人話"not more than"係用作强调或者官腔的術語。
