無問題，因為事實上在八月二十日 Mary 是承諾了 (promised) 會給予 Tom $500。

用字方面
有問題，for the buy of flower 不正確。
因為 buy 是動詞 (verb)，不可以寫 the buy。

句子可以改成：
"Mary promised to give $500 to Tom for the purchase of flowers on 20th August this year."

或

"Mary promised to give $500 to Tom to buy some flowers on 20th August this year."

如果不想有太多 "to"，可以寫：

"Mary promised Tom to give him $500 to buy some flowers on 20th August this year."
