The answer is simple.
Before Hong Kong was colonized by the U.K., there was no school in Hong Kong. After that, schools were established either by the Government (like Queen's College in 1862) or religious groups (like Ying Wa College in 1818 by London Missionary Society, moved to Hong Kong from Malaysia in 1843).
This explains why school uniforms in Hong Kong are mostly western style.
An interesting knowledge - HKU was established in 1911. Although it is the oldest university in Hong Kong, it is not the oldest school in Hong Kong. Many secondary schools have a longer history than HKU.
