1. I am doing my homework. (present continuous tense)

(a) 現在連續進行的動作 (現在 = 說話的時候)
I am now doing my homework.

(b) 描述已經安排的未來行動 (action arranged to do in the future)
I am seeing Julie at 5 o'clock and then I am doing my homework with Jackie.

2. I do my homework. (simple present tense)

(a) 習慣性的 (habitual)
I do my homework every day.

(b) 未來的事實 (facts known about the future)
Father has made a timetable for us. I do my homework at five tomorrow and my brother does his at six.

(c) 敘述性的 (narrative / historical)
When you tell a story or narrate what happened to you in the past, you use present tense to make it more vivid.

I am doing my homework e個係做緊功課 = OK
I do my homework everyday = 每天都做功課
I will do my homework / I am going to do my homework = 我將會做功課

You are right. 'I am doing my homework' indicates the time - what I am doing at the time of speaking.

'I do my homework' has nothing to do with the time, at least not putting emphasis on the time. It indicates a choice, a decision or an obligation. For example:

A: We are going to watch movie tonight, do you want to join us?
B: No thanks. I (have to) do my homework.

A: Do you eat raw salmon?
B: Yes, I eat all kinds of raw fish.
