"pay" is a transitive verb and it takes a direct object as "pay something to somebody".
"what we were being asked for" is a noun phrase, being the direct object (something) of the verb "pay".
You use pronoun "what" to refer to "something", but "who" to refer to "someone". 所以,用WHAT 唔用WHO.
