Correcting the grammar of your sentences:

(1) Would you please tell me how to answer the question 1a?

(2) By the way, could you (please) tell me if my answers to the questions b and c are right?


About grammar: we use "could you" and "would you" as polite ways of telling or asking someone to do something:

For (2), you are asking the question "Are my answers to the questions b and c right?" in a polite way.

We use "whether" or "if" to start off an "indirect yes-no question" within a statement or another question.

Sentence (2) is a question with an indirect question embedded.

The preposition between "answer" and "question" must be "to" (not "for", "of" or "in"); i.e. "an answer to a question".
