I will start to work at a learning center as a Administrative Assistant, I don't have
any experience about this job. I need your help and Do i need excellent writing
English skills? or something else ? please let me know more details about
this job.

It is difficult to say what an Administrative Assistant shaould do as there is no defined scope of duty for Administrative Assistant. You have to ask your employer about it.

Generally speaking, an Administrative Assistant is to provide support to the administrative work of the staff in the office i.e. the learning center. Therefore, you may have to do the registration work, handling enquiries for students; arranging for loan out, installing, storing, or maintaining teaching equipment; scheduling meetings, preparing minutes of meeting and handling paper work such as teaching materials for the teaching staffs; responsible for communication between staff and management, issuing notice for students etc etc.

For some organisations/companies "Administrative Assistant" have to do clerical work like photocopying, preparing tea, or what a messenger or office boy will do; as there may not be any applicant if they post the job as "office boy" or "office assistant".

Therefore, no one will be sure about the job duties of an Administrative Assistant in that learning center except your employer. You have to ask the management about it.
