I have decided to hire Mary. Please call her."

"I have decided to hire Mary. Please call her."

Present perfect tense is ok if you want to tell people your decision (of hiring Mary), not the time of making the decision.

In the quoted scenario, you may choose to use past tense if you want to put focus on the time of making the decision (of hiring Mary). If it is the case, you can say "I decided to hire Mary just before I picked up the phone."
