2. There are multiple reasons:
a. Access to their own properties - utility equipments, like water/electricity metres, are properties of utility providers. So the providers do not need the property management's concern to access their own equipments, although it is customary that the providers will make prior arrangements.
b. Language in the Government Lease (Easement) - When the Government leases the land out (No private party own land in Hong Kong. They are "owned" in the form of lease.), the lease will create easement to assure access.
By the way - easement means a right to cross or otherwise use someone else's land for a specified purpose.
