管理處可拒絕「水務署」或「中電╱港燈」進場??

a. Access to their own properties - utility equipments, like water/electricity metres, are properties of utility providers. So the providers do not need the property management's concern to access their own equipments, although it is customary that the providers will make prior arrangements.

b. Language in the Government Lease (Easement) - When the Government leases the land out (No private party own land in Hong Kong. They are "owned" in the form of lease.), the lease will create easement to assure access.

By the way - easement means a right to cross or otherwise use someone else's land for a specified purpose.

c. Access is mandated by Hong Kong Ordinance

其實係可以拒絕,原因係獲業主授權,咁業主當然亦有把炮唔比佢地入啦.

曾經做過一單野,事緣就係上層樓位水喉漏水,咁最後就攪到截錶啦,管理處就係唔放行,咁唔放行你估會點?緊係走人啦,唔通會成班人坐低佔領管理處咩.

至於你話要一個咩理由,我就唔方便講,但就唔會係一般理由,亦可能有代價,我只係想講,唔係一定入得.

又估下一樣野,如果兩邊企硬,一方就一定要入去截錶,另一方就死都唔放行,咁應該唔會攪到打交,最多都係報警,咁如果你係警察,你又會點攪???

除緊急公務外，一般工程均會同管理處預約。

不可以，他們是(Mandatory Authority) (受委託機構)，管理處除非有強列理由，否則不可拒絕他們進場處理公事。
