The answer is no unfortunately.
What you have mentioned is defined as reverse discrimination, which is a discrimination against the majority of the people.
In this case, the Ordinance does not cover such discrimination.
However - Basic Law's Article 25 says
"All Hong Kong residents shall be equal before the law."
Based on that interpretation, the Court (but probably not EOC) will accept that the Ordinance applies to reverse discrimination as well.
