For question 1, I guess it means that some (fixed amount of) water is added into a beaker, which is put on a wire gauze on a tripod. If the liquid fuel has the greatest energy content, more heat will be produced. Then the evaporation rate of water will be higher, i.e. (all) water evaporates in a shorter time. Oh the contrary, if the fuel has less energy content, it will take longer time for all water to evaporate. In this way, the energy contents of liquid fuels can be compared.

For question 2, this is because the temperature of water at the END of the experiment can't be controlled by you. You just do the experiment and that is the result. So it doesn't need to be kept the same.
