why is it important to choose the size of the borer for the cork?

If the hole in the cork is too small you might break the glass and cut yourself trying to force the glass thru the cork. If too large then it might not seal the container and leak our some gas that you are trying to collect.

Lubricant is again a precaution to get the tubing more easily thru the cork without breaking it and possibly cutting yourself.
