故我認為應立即挌置此計劃

The development of north western area in New Territories in Hong Kong.
As far as the above mentioned government subsidized or housing estates being concerned, that only occupied 6% of total development area while the undeveloped areas of crown land have amounted to 4000 hectares which could be allowed to build 45 number of such developed areas. Therefore, that kind of development would eventually destroy almost one quarter of the current farming land and as the result that would be harmful to and affecting the eco-environment and farming in Hong Kong. In view of that, I would like to consider the suspension of that planning.

The North East New Territories New Development Areas

Only 6% of the total development area would be reserved for public housings or House Ownership Scheme flats. This can hardly solve Hong Kong's persistent housing problem. Currently, idle government-owned lands are as large as 4,000 hectares, 45 times larger than the North East New Territories New Development Areas.

As the development project would reduce the size of active farmlands in Hong Kong by almost one-forth, destroy the rural ecosystems and give a blow to the local agricultural industry, I think the project should be halted immediately.
