When something stipulates that the person must not be over the age of 23, is 23 still inclusive? This is regarding a job.?

I have been applying for a federal position through USAjobs. I reached the end of the application process when I get unpleasant news that I am not eligible because I am 24. I corrected the person and said I was 23, but she was still iffy about it.

The eligibility states: "I am the spouse or unmarried child (including stepchild, adopted child, and foster child not more than 23 years of age) residing with a member (sponsor) of the U.S. Armed Forces or a U.S. citizen civilian employee (sponsor) of a U.S. Government agency (including NAF activities) whose duty station is in a foreign area."

Someone with experience with the federal system or legal system please help me. Is the age of 23 inclusive? I am 23 years old, and will turn 24 in this year. Am I still eligible for the job?
