Not higher than 3 based on IELTS grading scale:

1. Word consistency - In less than 200 words, you have used several different words for the United Kingdom: England, UK, bristher (Your spelling issue). As a summary, you make people confused.

(By the way, England, UK, and bristher all mean different things.)

4. Choice of words

5. Content - The question asks you to summarize and compare. But you add your own opinion to it.

1. It is not a matter of boring or not. It is about getting the meaning correct.

a. England does not officially represent the entire U.K. You left out Scottish, Welsh, and Irelish.

c. The key of writing an essay is any one who read it can understand. Simply saying - the simple, the better.

d. In standardized English test, your writing skill is more important than the content.

(It is possible that you can get full score without completing the section.)

3. I mean you have a lot of tense issues. Beside - the best tense used for this essay should be present perfect.

4. Your choice of words does not show you can handle English with skills. For example, "To sum-up".

Have you ever seen a professional eassy, regardless long or short, using "to sum-up"? To sum-up is verbal English. Using "In conclusion" may be a better choice.

5. Read the link I gave you above. Has the official IELTS guide saying anything about opinion?

The key of Task 1 is describe, summarise or explain.

I don't care what you have read. The question does not ask for your opinion. Then no opinion.
