I assume you enroll in one of the following college:
- Chabot College
- College of Alameda
- Laney College
Let me spend some times to tell you your issues:
1. IELTS (and TOEFL) means nothing. I don't really care if you get full score or not, or you get 5** on your HKDSE English. English is not a knowledge, but a skill. The more you use it, the better you are.
2. 30% of San Leandro, CA population is Asian, which they are mostly Chinese. Basically, you put yourself in a bigger Hong Kong. Since you don't use English daily, how can your English be improved?
3. Due to budget issues, they are not offered in the County of Alameda. The only alternative is adult school (like a high school). However, your level is way beyond.
4. City College of San Francisco offers free ESL courses. But you are too late even you want to enroll, as there is a waitlist.
My advice to you are:
a. English can't be improved over time. Typical immigrants takes year to get used to it.
b. Think about your problems first. Enrolling courses will not resolve the problem, but make this more complicated.
