Country of origin is relative a term used in customs clearing. However, as a fact, the country of origin does not necessary represents the country where the products are made in the majority.
For example, in the past, the U.S. has imposed a quota system to all textile products from Mainland China. In order to avoid that system, manufacturers made all the parts in the Mainland and ship all the parts to Hong Kong for final assembly. In this case, manufacturers can claim "Made in Hong Kong" to avoid the quota system
And this is the exact reason why country of origin does not necessary equivalent to the country of manufacturing.
