Fire obstruction laws?

My management and landlord refuse to move these wires they obstruct my exit in case of a emergency, they rap around the building unsecured and I know if there was a fire 2 tenants would be trapped inside and obstruct me from opening my windows

It really upsets me how do I get the land lords to properly hang the wires. It is a nuisance. And dangerous.
