F.4 Chem pls help 20點!!!

NH3(aq )+ H2O(l) <----> NH4+(aq) + OH-(aq)

NaOH(aq) ----> Na+(aq) + OH-(aq)

Why when NH3(aq ) dissolve in water we need to add + H2O(l) but NaOH(aq)
can directly become Na+(aq) + OH-(aq) ?
