Unfortunately there is no way of getting a Pokemon X and Y rom as of yet. Emulators have been released for the 3DS but it is advised that you do not download them as they often don't work and will give your computer a virus. However there is a rom hack that will work with game boy advance emulators that has X and Y Pokemon in sprite form. It is called Pokemon XY, so if you want to use some of the new Pokemon I recommend playing this in conjunction with a gameboy emulator. You can do this on your phone with emulators on the play store, or if you're using an apple product, you can download GBA4ios.

2. Unzip the downloaded file using WinRAR

We can't because what you are asking for doesn't exist. There is no 3DS emulator out there. Everything you see are scams.
