觀塘二、三期重建 招標建千七單位 實用呎價料逾萬三元


市區重建局今日公布,即將就觀塘物華街和仁信里重建項目招標,預計項目落成後可提供約1,700個單位,實用面積呎價1.3萬以上,整個項目預計2019年落成。市建局又決定付18億予中標者,在45個月內先完成興建小販市集等公共設施,工程延誤會被罰款。有關注觀塘重建的人士預計,落成的住宅單位入場費高達8百萬,而且有機會由中資地產商中標。

市建局在物華街和仁信里的重建範圍面積2萬平方米,計劃興建4幢樓高42至48層的住宅,實用面積6百至8百呎。大廈設有平台,下面有公共交通交匯處,及小販市集,整個項目投資額預計160億,是市建局歷來最大投資額的發展項目。

市建局明日會先登報邀請發展商提交意向書,暫定5月招標,發展商中標後,必須在45個月內建成上述公共設施。市建局物業及土地總監溫兆華表示,按照市況估計,項目的實用面積呎價將高於第一期項目「觀月樺峰」的1.3萬元,他相信今次項目的單位不會以豪宅作包裝。他表示局方希望提高項目吸引力,否認用公帑補貼發展商建公共設施。

新單位入場費8百萬 富人為本

關注觀塘重建的主場博客原人說,局方聲稱不以豪宅宣傳是口不對心,預料落成後的單位入場費最少800萬,非本地人能承擔,不是「以人為本」,是「富人為本」;至於將18億送給發展商建公共設施則是無視公眾利益。

原人又引述溫兆華說,「投標的財團必須有興建交通交匯處的經驗,由於項目投資額較高,相信不會是單一財團承標,預計內地發展商會感興趣」,認為這疑似為中國海外開發展綠燈。由於中資財團不像本地財團可籠絡鄉紳囤地,市區重建成為了大陸發展商的戰場。

Today Urban Renewal Authority announced the upcoming Mut Wah Street, Kwun Tong Yan Shun Lane reconstruction projects and tenders after the completion of the project is expected to provide about 1700 units. Utility area is more than 13000 feets. The entire project is expected to be completed in 2019. Also URA has decided to pay 1.8 billion to the successful bidder within 45 months to complete construction of the first hawker bazaars and other public facilities. Project delays will be fined. There are concerns the reconstruction of Kwun Tong expect residential units completed admission up to 8 million. It has the opportunity to bid by Chinese developers.

URA at Mut Wah Street and Yan Shun Lane redevelopment area is 20000 square meters. It plans to build four towers between 42 and 48 storeies. Residential salable area is between 600 and 800 feets. Buildings have platforms. Below is a public transport interchange and hawker bazaars. The entire project investment is expected 16 billion. It is the largest ever investment in the URA's development projects.

URA will first invited developers to submit expressions of interest in newspaper tomorow, tender tentative May. After developer wins, these public facilities must be completed within 45 months. Director of Property and Land Authority Wan Siu Wah said, according to estimates of market conditions, price feet salable area of the project will be higher than the first phase of the project "concept birch month peak" of 13000 dollars. He believes this project will not units of luxury for packaging. He said the bureau hopes to improve the attractiveness of the project.
