It is necessary, as it defines the application of the later clause. It does not apply to everything or everyone, only to those defined by "for". The second clause does not apply to anyone or anything except those defined by "for".

for those
those is the object of the preposition

which those?
who wish . . .

the word FOR in this sentence determines the inclusive group of THOSE WHO WISH...and by definition, excludes all others.
