Paint bumper question, have a look please!?

I recently got my front bumper resprayed and I'm suspecting the paintshop I went to was dodgy or just being lazy with their work.

I know little about paint work so could someone shed some lights and give me an honest answer on what seem to happened? Too few layers of primer? Paints? What's going on? What's the proper process.
