Since family gets in the way.. somewhere else you can do your work? Like a library or anywhere away from distractions. I this will save you lots of time. Plus being in a different environment changes it up some. Or if you can't do that, maybe take a nap when you get home instead of going straight to work on your projects then stay up after family goes to bed and work. Good luck! You sound busy!

i think you'll need a better time management and try doing things systematically.
since i dont know what and how your school and homework will be, so i here make some assumption to give you a better look.
let say you have school in 8am, so wake up in 6am maybe? after taking your bath and simple breakfast, you will have 1 hour for a quick draft or practice in drawing. then while having your class, there should be some kind of half or 1 hour break in between, use those time for your best to finish your school work. after back from school, i suppose you still need time for homework and spend time with family or pets, then you might be free after 8pm when finished your dinner, then it should be your time to have your own practice on animating and drawing.....
