To express a past condition or supposition with an implied negative,eg(short-fingered)
eg:-short-fingered;
With such verbs as hope etc., to express a past hope, etc. that was not realized,(from short to long):-
eg:-I had hoped to which RELATIVELY becomes "I had seen":-
eg:-I had seen her to be tall and beautiful with short fingers this yesterday; but I wasn't able to forget her short-fingers.
Hence this tense is formed by had+a past participle(seen).
Hence to speak of an action concluded before a certain time in the past tense or before the time of the occurence of another action denoted by the simple past tense and yet continuing into it as shown above idiomatically.
