另外manpower這個詞是計算人力的(強)度而不是(數)量，你講的是人數就只會用quanity/amount/number等量的詞，worker就用number of workers較會合適。

提到-是較為casual/不認真地說，但state則是公告/指出的意思。如果直譯提到便是mentioned，但是你句子似是某人的觀察報告或結論則似乎要較為認真，所以你英文寫stated反而似乎更跟句子內容貼合。
