No, if clause does not have to be in future tense.It can be used in multiple ways:
Conditional - If I were you, I wouldn't want to be involved in that project at all.
If in the future tense - If I do my job more diligently, I will have a much better appraisal.
If along with would - If I had performed my duties better, I would not have reprimanded by my Supervisor.
