絕大部分貪污案件是由人舉報還是ICAC主動去查？95%分贓不勻條氣唔順做金手指 + 5%逼到埋身趕入窮巷無啖好食怨憤冲天.

唔係絕大部份,而係100%由人舉報.ICAC係唔會主動調查任何案件,點解係咁,你可以追溯番去當初成立既時期.
