Graphene(if it doesn't then graphite) and copper is better at conducting electricity? (internal resistance)
and by how much? (what is the measurement of electrical conductivity?)

Copper is about 100 times better but it varies with the crystalline structure, and several other factors. Graphite (and likely graphene) is an acceptable electric conductor in many applications.
