Why is 'hopes' the correct word?
The meaning of 'hope' here is "a person or thing that gives cause for hope". The things here are the sport events which were chosen to be the target events because they give hope for winning a medal.

As 'wish' does not have a meaning of "a person or thing that gives cause for a wish", "medal wishes" is not to be used in this context.
However, we do write "medal wishes" when it means "the wishes to get medals". For example, USA sprinters fall short of medal wishes.
