Carbon Tetrachloride (CCl4) is a nonpolar molecule, which can be seen if you were to draw out its structure. A general rule of thumb is that like dissolves like, so the most polar compound is the one that is least soluble in CCl4. Water is the most most polar molecule out of the list, making it the least soluble in CCl4.
