Your focus is wrong.

1. Usually job title (tenure) is better than academic qualification, as the title reflects teaching and research experience, but the academic qualification can still mean nothing.

2. Your key for admission is the research plan. Unlike undergraduate studies, you must know what you want before you apply for your doctorate program. So your research plan should show that.

3. Recommendation letters, although required, usually only as a reference.

You should simply focus on presenting yourself.
