There is no need to do anything now.

The visa expiration, in your friend's case, is not an expiration of allowed stay. As soon as your friend continues to study and maintains the status, he will still be considered as legal.

Once he exits the U.S., he will need to get a visa.

For example, if he returns to Hong Kong in February 2014 for vacation, he will need to get a new visa. But if he stays, he can stay until he graduates (as soon as he has not left the U.S.).

You can't compare Australia with the U.S.

1. F-1s admitted for duration of status (D/S) "should contact their designated school official to extend status."

2. For an F-1 student with a "date-specific visa that requires completion of a given course of study within a specific time":

a. Contact your designated school official for an I-20 extension.

b. "Type or write a request for extension. The request must include your name and a brief explanation of why you are requesting the extension. Sign the request."

c. Complete I-539, Application to extend/change nonimmigrant status.

d. "Attach the I-20 extension from the academic institution, a copy of your passport including the F-1 visa page, and a copy of your Form I-94 to the application."

e. Mail the application and supporting documents to the USCIS office with jurisdiction over your current US location.
