Read the story of Helen Keller, who was deaf and blind. She was able to achieve a lot, even with her severe handicaps. Luckily, there are services today that take care of these people. If there were not and their families couldn't/wouldn't care for them, they would be helpless.

Not every disabled person is limited to normal activities you know, I find that you're making fun of them.

Unable to communicate the disabled-blind,deaf etc, would be reduced to begging in the streets or would be kept hidden "at home". Some would find themselves placed in institutions. The outlook would be pretty bleak for the disabled, whatever their disability
Those kept hidden at home might well be looked after kindly by their aging parents, but once the parents were no longer able to look after them they would be at the mercy of whoever" took them on". Disabled people are very easy people of whom the unscrupulous might take advantage.
If they had benefits under these circumstances, these benefits might get into unscrupulous hands too.

They might be locked away. Some counties still do this.
